2016 Proposed Legislation
The following are drafts of bills proposed in the current legislative short secession that affect the construction industry:
SB 1587 (LC 0240) – “Wage Theft Bill”
SB 1590 (LC 0117) – “Insurance Bill”
HB 4111 (LC-0056) – “Notice of Defect Bill”
HB 4139 (LC 0230) – “Sick Leave Bill”
HB 4065 Requires contracting agency to determine whether contractor appears on list of liquidated or delinquent accounts that state agencies assign for collection or failed to make payment for more than 90 days on liquidated or delinquent account that state agency has not assigned for collection.
HB 4111 Establishes presumptions regarding receipt of notice of defect in residence.
HB 4117 Limits requirement that State Landscape Contractors Board offer practical skills test option as substitute for examination.
HB 4121 Cancels 2017 restoration of Construction Contractors Board contested case process.
SB 1512 Specifies that proceeds from bonds issued under Articles XI-M and XI-N of Oregon Constitution may be used for surveying and conducting engineering evaluations and for paying costs of personnel, advisors, equipment, supplies and services that are reasonably necessary to carry out seismic rehabilitation grant program.
SB 1587 Modifies information that must be included in itemized statement provided to employee each pay period.
SB 1590 Provides that insurer that has duty to defend insured against claim has fiduciary duty toward insured if insurer does defend against claim.
SB 858 Modifies types of green energy technology for which at least 1.5 percent of total contract price of certain public improvement contracts for construction of public building, or certain reconstruction or major renovation of public building, must be spent.
